Add site level to Publisher

This mod will provide a very new feature which does not exist in OpenX

By installing this mod, you can add one more level to publisher. That level is called site level. We introduced this level so that you can group your publishers. So each publisher will be having an upper level called site level. Administrator/ manager can add new site and they can create publishers under site level.
